How to provide housing under Homes for Ukraine

The Department for Leveling, Housing and Communities (DLUHC) has released updates to its advice for people across the UK who intend to provide accommodation for those fleeing war in Ukraine .

The guidelines state that the program is a bespoke arrangement of non-paying guests, thus outside of the usual rental schemes. Registration is at the heart of the device. Registrants will receive updates and information on the checks that DLUHC will perform on sponsors and Ukrainian nationals.

Impact on the private rental sector

The UK government has made it clear that tenants must seek permission from the landlord if they wish to be a sponsor. Additionally, the program requires that the accommodation be self-contained or include at least one unoccupied spare room.

Accommodation

It is important that those providing accommodation are confident that it can be provided for at least six months. If the arrangement is to end earlier, it will be the responsibility of the local authority to find alternative accommodation.

The UK government said further information on the status of the arrangement (including expected accommodation standards) and the role of the local authority in providing wider employment support , education and health care will be available shortly.

Security checks

All applicants meeting the program requirements will have gone through a visa application process that includes police and anti-terrorism security checks. All who offer accommodation as sponsors will also be subject to express standard security checks and (given proximity to children and vulnerable adults) Disclosure and Barring Service screening as well as a visit from the local authority to check that the accommodation is suitable.

Rent payments, mortgage and insurance terms

Neither landlords nor landlords are allowed to charge rent. The UK government is offering a thank you payment of £350 per month, per residential address and payments are available for up to 12 months.

The Association of British Insurers stipulated that landlords who house Homes for Ukraine applicants in their homes will not be required to contact their insurer. However, if the promoter is an owner or a tenant, the insurer must be notified. Homeowners and landlords with mortgages on the home should notify their mortgage lender.

End of sponsorship

Sponsors are requested to provide stable accommodation for at least six months, but this can be extended if mutually agreed. The wording of the guidance states:

If you do not want to continue the arrangement beyond six months, you should let your guest know well in advance (eg one month) so that they can make other arrangements. Ukrainians benefiting from this program have access to public funds during their stay in the United Kingdom and, at the end of their sponsorship, will be able to rent a property like anyone else. If they need additional support, your local authority can help them find alternative accommodation.
